TransPosition undertook a Traffic Impact Assessment (TIA) for the proposed major freight centre at Charlton-Wellcamp (InterLink SQ). InterLink SQ is located 13km west of Toowoomba and is positioned at the northern end of the Charlton Wellcamp Enterprise Area. The vision for InterLink SQ is for it to be a major distribution centre which serves not only local companies in Toowoomba but also markets across Queensland and interstate. The proposed intermodal freight centre has been strategically positioned to give maximum exposure to rail as it lies along the Western Rail Line and also has the potential for connections to the proposed Inland and Surat Basin Railways if they get approved.

The TIA looked at the likely traffic to be generated by the site and the potential impacts the development will have on the surrounding road network. The main intersection the development will affect will be the Warrego Highway/Steger Rd/O'Mara Rd intersection. A SIDRA analysis was performed on this intersection, given TMR's approved layout, to see the likely impacts the generated traffic will have and thus see if the intersection can still operate at a sufficient level of service with the development in place.

The internal carriageway and intersection capacities of the development site were also analysed in the TIA.
